| Today's healthcare industrialization
is due to the advent of "managed care' to control costs in the 1980s. The essential
success factor has become the ability to harness information technologies to lower costs
and enhance the quality of products and services. To date, the primary role of Managed
Care Organizations' (MCO) has been that of an arbitrageur, or broker, between buyers and
sellers of health care services. MCOs have gained rapid market penetration which has
allowed them to extract ever more severe price-per-unit discounts from providers, while
concurrently increasing providers ancillary administrative tasks. Therefore, information
technologies that can enhance the efficiency, effectiveness and consumer satisfaction of
services will become the basis of competition in the health care industry. The basic element of the capitation system is a monthly payment from the purchaser to the provider in exchange for a defined set of medical services to patients. Physicians, in exchange, are required to see any of the covered patients who may wish to see them. Because the capitation system frees insurance companies of risk (i.e. Additional visits do not cost them more money), it is in their best interest to see that the client is able to see the physician as often as necessary. Thus, physicians have to make sure that the client is satisfied with treatments he/she receives. If the client leaves unsatisfied, more visits may result, with an end result of more expenditure of time and resources (with no additional income) for the physician. Thus patient satisfaction and visible results are becoming increasingly important under the capitation system. By knowing where strengths and weaknesses are, physicians, hospitals and other healthcare facilities can converge their efforts in positive areas to improve the quality of care and patient satisfaction.
